When and where did Bush call the Constitution "an old scrap of paper?"?

I have seen it quoted in multiple places, but they never say when he originally said it.

Looks like you will NOT find it. Note that no one using it bothers to give a specific quote or context.





A web search turns up numerous cases of the very same article --a screed by Cindy Sheehan, where she lists this alongside various other positions she imagines Bush has.





Not exactly the most reliable, unbiased source. No, if he'd said anything like this you can be sure there are plenty of journalists who would be out there reporting it!








Consider also the slight possibility that Bush --or perhaps just a Bush supporter-- used the expression "old scrap of paper" of the Constitution, but NOT in order to denigrate it.





Compare the following random quotes from forums:





*then the state is interfereing in church affairs - not legal, at least not according to a little old scrap of paper we call the "Constitution".





*pick up the constitution and measure the action of the government.


if they fall short or violate the old scrap of paper, then ANYONE... yes, anyone has the right to SUE the government, or press charges for the violation.





Note that both of these speakers use this very expression for the Constitution but CLEARLY think of it very highly and are using the expression to help make that point!





It would not be difficult to imagine how a Bush-hater might come across such a phrase and jump to the conclusion it was intended negatively without stopping to check.





And consider how easily this would happen -- someone who thinks Bush's NSA policy or whatever violates the Constitution makes a remark (their own opinion, mind you) that "Bush acts as if the Constitution is just an old scrap of paper". That quickly becomes "Bush thinks that..." and oh, so easily, ends up as "Bush SAID that. . . " And of course THIS is the form that many pick up on and run with.

I've heard that he made this statement too. But can't find any documentation anywhere.





This doesn't surprise me. On Friday, April 21st there was a small article stating that the "Iraqi Police" caught smugglers attempting to move 400,000 barrels of oil out of Iraq.





I asked myself, who has the capability and manpower there to steal the oil in that large of a quantity. The only group I could imagine was Haliburton/U.S. or one of it's many aliases (subsidiaries).





The article was there on Friday and by Monday it had disappeared. I tried to locate it on MSN, Yahoo and Google... no sign of the report.





When I see a story like that the is obviously being erased, it re-enforces my lack of confidence in the integrity of our white house occupiers.
