Bush administration foreign policy decision making process?

I am writing an academic paper on whether the Bush administration is involved in groupthink for making their foreign policy decisions. I am looking for information that both supports this argument and information rejecting it, from reliable sources (thinktanks, journals, etc...). I would like to hear your thoughts on this issue...sources to back it up always help!

There is an excellent book by Bob Woodward titled Plan of Attack which addreses your topic well. Part of President Bush's legacy will be the myopic decision making, similar to Kennedy's Bay of Pigs planning, which led to an unjustified attack on Iraq, and worse, no planning the post invasion plan.

Bush acts and thinks later(or not at all) or goes to AEI for his oracle consoltations. There is little intelligent planning going on.
